Bug#207957: Possible reason

A've got a guess.
Possible reason of tiny-font problem is bad interaction with gconf2.
I normally don't use it, but it is installed here to satisfy some
dependences, and I've seen situation when after gconf daemon is started, I
get HUGE fonts on newly-started KDE apps.
This happens because gcong by default tries to set X dpi to high value
(96). I don't know how it does that (does X protocol or any extension has
request to set DPI?)

So the guess is:
Ximian OOo's developers faced HUGE font issue because their workstations do
run gconf, and now there is some workaround coded into OOo. When there is
no gconf, we get tiny fonts.
