Bug#212157: Default file format bug still there

I have OpenOffice.org 1.1.0-1 from sid now. This bug is still there. I
tried changing this parameter in /etc/openoffice/openoffice.conf:
# write to M$ Office formats per default?
export COMPATIBLE=0
It didn't help, MS Office file formats are still the default.
I tried changing the default in
OpenOffice.org->Tools->Options->Load/Save->General->Always save as ...
but I found out that if I close OpenOffice.org and restart it again, my
changes are lost and it still defaults to MS Office file formats.
How is it supposed to work?
