Bug#205939: openoffice.org-debian-files: /usr/bin/oooprelink checks if /etc/openoffice/openoffice.conf is there

/usr/bin/oooprelink uses if [ -x ] to check if
/etc/openoffice/openoffice.conf is there. Since it is config file not
executable it should use [ -f "filename" ] or something like that to do the check.
Because of this prelinking is never really executed (only possible with
--force to oooprelink.
