Some time ago, I had to setup a chinese version. I had the same problem
and I didnt try to setup manually.
Chris, are you sure the instructions in README.japanese deals with the
UI language?
What I did was the following:
 1/ install  openoffice.org-l10n-en and openoffice.org-l10n-zh-cn
 2/ start openoffice with the C locale (LANG=C openoffice). That's why
 you need -en locale.
 3/ change the UI font this way:
 (see http://www.openoffice.org/FAQs/fontguide.html#8 )
  Tools -> Options -> OpenOffice.org -> Font Replacement
  Check the "Apply Replacement Table" check box.
  Replace the font "Andale Sans UI" with a font with chinese characters
 4/ Quit openoffice
 5/ restart openoffice with the good LANG value

And of course, you need to install fonts separately.
In an ideal world, this should be done automagically with the openoffice
wrapper script. But I don't know how.

Lucien.
