OOo Help working in languages other than English?

Is help working in languages other than English? The README.Debian.gz 
file is unclear whether it is broken or not. I am running OOo in Spanish 
and the UI is correctly displayed but the help system is empty.
I've installed the openoffice.org-help-es package. If I install the 
openoffice.org-help-en package I see the English help files. I'm running 
on Debian Woody. My locale settings are:

LANGUAGE=es
LC_ALL=es_AR
LANG=es_AR

I've installed these packages:

openoffice.org 1.0.1-6
openoffice.org-bin 1.0.1-5+woody6
openoffice.org-debian-files 1.0.1-6+4
openoffice.org-help-es 0.20020222-2
