If you run that command, you'll see that there are six such files that get
overwritten. (/usr/lib/openoffice/user/config/*.so*, which are styles for
arrows, colours, background patterns, etc.)
If these files are not localised, the language pack will contain the English
files and conflict with l10n-en. The only reason we don't get conflicts with
non-English files is that the filenames are translated and that they
coincidentally have different names.
The filenames themselves are translated, so that "classic.sog" becomes
"klassisk.sog" in Danish. However, the upcoming Norwegian Bokmål translation
would like to use "klassisk.sog" as well, which would lead to a conflict with
Danish. If the filenames were prefixed by their language code, this kind of
conflicts would never happen. (Something like "da-klassisk.sog" or
"45-klassisk.sog" would be nice.)
