Not that I'm any expert on either Openoffice or Powerpoint, but that
looks suspiciously like a character set problem.  Like, Powerpoint
saves documents encoded with the non-standard Windows charsets, and
Openoffice reads them with standard ISO-8859 charsets.  The Windows
charsets are proprietary "extensions" to the standard ones, using
reserved code points for uses they were not intended for (like bullets
and arrows and stuff).

  I could very well be wrong, of course.
