Bug#156044: Fallback to English help doesn't work

Here are my experiences, with the new packages (1.0.1-5) where the help files
are separated from the language packs:

I have installed OpenOffice.org with a language pack and the English help
because there is no help in that language yet. However, OOo is not able to
find any help files at all.

When I start help, I just get the message "The requested document does not
exist in the database !!" Extended tips are not available either, instead
falling back to ordinary, short tooltips.

Before the help files were separated, all languages kept their help files in
/usr/lib/openoffice/help/<language_code>. (Even if they were untranslated,
which of course was a huge waste of space.) Now, there is only
/usr/lib/openoffice/help/en, and these files are not read if the language is
set to something other than English.

Creating a symlink from /usr/lib/openoffice/help/<language_code> to
/usr/lib/openoffice/help/en will work. If there is a configuration option
somewhere, to choose the help language separately, that would be even better.
