This warning essentially points to a mistake in the debian/copyright file.

For octave, the appstream file is under the FSFAP license¹, but until recently the debian/copyright indicated that this file was under the GPL-3+. This is now fixed on the master branch, as you can see in the git² (but the problem is still there on the buster branch).

Oh, I see, it regards the license of the files *.xml themselves. I will fix this in Git for the packages concerned.
