The present bug report was closed on 2010-09-25 [1] under the
argument that the video package for Octave was without an upstream
maintainer and seemed abandoned.
I just want to inform you, that I've started a new branch
https://sourceforge.net/p/octave/video/ci/devel/tree/
where I want to implement the new VideoReader and VideoWriter as classdef.
I took the ffmpeg_capture implementation from OpenCV as base and
completely dropped the old codebase.
Any help is highly welcome if someone wants to jump in :-D
