I think that once you have joined the team, it means that you are
subscribed to all the packages maintained by that team. So you should
receive bug notifications and the like directly, not through
pkg-octave-devel@l.a.d.o.

When I click "Join", the button becomes "Leave" and I have access to several
options (like adding or removing packages from the team).
If you get something different, you may not be correctly logged in. I
personally log in with the SSL certificate generate from sso.debian.org and
associated to my Debian account.
