I don't think we can. Since the SOVERSION of liboctave has been bumped, we need to plan a transition with the release team.

The immediate tasks are therefore the same as usual:

 - test that reverse build-dependencies still compile
 - open a bug against release.debian.org
 - update the list of Breaks in the octave package

The list of reverse dependencies to liboctave3v5 is quite big (see below). Should we share the work of checking the compilation against Octave 4.2.1? Who is going to help in this task?
