Does anyone know why the SOVERSIONs of the Octave shared libraries are

   /usr/lib/x86_64-linux-gnu/liboctave.so.3.0.0
   /usr/lib/x86_64-linux-gnu/liboctinterp.so.3.0.0

The are out of date because the development version SOVERSIONSs haven't changed since the last stable release was branched. We only update them just prior to actual releases, not every time some interface change is made in the development sources between releases.

Will this be fixed before the release of version 4.2?

Yes.
