[Pkg-octave-devel] Releasing octave 4.0.0~rc2 to experimental

I prepared version 4.0.0~rc3 of the octave package in Git. I think it will be ready for release to experimental, after the following issues are addressed (or even without addressing them):

1) Breaks list in d/control. This list in d/control should be updated. If someone comes out with a semi-automatic way of doing this, it will be great. Otherwise, we might declare the versions of all Octave-dependent packages currently in unstable as broken, but I am nont sure this is a good idea.

2) Qt4 versus Qt5. I added libqt4-dev and libqt4-opengl-dev to Build-Depends, even though Octave seems to work with Qt5. However, as discussed in the upstream bug #40252, the moc-qt5 program is not present in Debian unstable, so configure will fall back to Qt4, anyway.

3) Bug triage. Are there bugs filed against the octave package that are fixed in 4.0.0 or became obsolete?
