It did that and it went fine.
Filing a bug Severity: important to keep track of this random FTBFS
problem.

This FTBFS was caused by a bug in fftw3 (#767138), which is now fixed.

I could verify that octave now compiles successfully on armhf on both
machines with NEON support (asachi.d.o) and without (abel.d.o). Hence
closing.
