I think that the bug should be filed against the swig package, even
though it can be "fixed" by disabling the building of octave-plplot.
There is almost nothing else that the maintainer or the upstream
authors of plplot can do to fix this.
It is customary to file a FTBFS in this situation, whatever the cause.
Of course, the FTBFS bug can be itself blocked by another bug (against
swig in this case).
