[Pkg-octave-devel] [RFU] octave-splines 1.1.0-1

I pushed the changes for splines 1.1.0 into the experimental branch. Note
that the test of csaps.m produces four warnings.  I have already alerted
upstream about this (http://goo.gl/rBqSn).  We could patch the Debian
package for "fixing" this, but I am not sure it is worth doing.
