Anything we can do to avoid delays in the transition will be welcome, for
sure.  However, we are still not at the point we can "freeze" the
packages, because there are still many packages that need upload, in
particular those that are maintained outside the DOG.

BTW, how is the transition going to be coordinated?  Will bug reports
be filed against those packages outside the DOG?  Will the transition
be managed by the release team or will we do everything ourselves?
