Ok sorry I just realized that there was an octave-depends script in
octave3.2-headers (of which I was not aware because we rather use the DH
helper in octave-pkg-dev).

This script was only useful when there were several versions of Octave
co-existing in the archive. Directly depending on octave is indeed the
right way to go now.

I guess we removed it without notice because we were not aware that it
was used by packages maintained outside the Debian Octave Group.

Concerning where to put the removal notice: NEWS.Debian does not seem
appropriate because we don't want to tell all octave users about
something which is used at most by a few packagers; I would rather add a
line to changelog.Debian: technically it belongs to the entry for the
3.4.3-1 version, but I am not sure it is acceptable to modify an old
entry afterwards.
