Actually I recently uploaded octave-nan and octave-data-smoothing which
have Autoload: No.

I’m not sure Autoload: No really makes sense for octave-data-smoothing,
but it does for octave-nan: since this package overloads several core
functions, it is sensible to load it only when the user requires it;
having the package installed on your system does not mean you want to
use it for all sessions.
