I made the upload of 3.6.1-3 without the fix for the FTBFS on s390, both
because the RC bug was rather urgent and because I don't have access to
an s390 machine.

Looks like the FTBFS there is somewhat non-deterministic. 3.6.1-1 built
fine (see [1]) and I don't think that it is the change from -1 to -2
that broke s390. Maybe we will be more lucky with 3.6.1-3.

Anyways, this is not a blocker right now but it will become when we
trigger the testing migration (octave itself will migrate since it has
no previous version on s390 in testing, but this is not true for
Forge packages which have arch-dependent files).
