It depends on how you define "following". I'm aware of the RC releases,
but haven't looked at the current code. The ARPACK situation needs some
attention, but apart from that I don't see any substantial changes
in packaging the 3.6 series.
Anyway, even if 3.6 had already been released, I would have gone with a
3.4 upload first. We need to get some experience with a SONAME bump in
Octave, so it's actually pretty good that this will happen soon.
