[Pkg-octave-devel] Bug#631831: build octave with --enable-openmp

Octave should be configured with --enable-openmp. This would enable the 
use of multiple cpus.

The core of octave does not use openmp, but the package octave-nan would 
greately benefit from openmp. Results are shown in the attachment.
