[Pkg-octave-devel] Give back octave3.1

Version 3.1.54-1 of the octave3.1 package FTBFS because the qrupdate
package was not available on most architectures.  This is fixed now with
qrupdate_1.0.1-1 on all architectures besides alpha.  So, please, give
back octave3.1 on the installed arches:

gb octave3.1_3.1.54-1 . armel hppa i386 ia64 mipsel s390 sparc
