Actually, the problem was in debian/rules.  The octave-communications-common
files are moved into the right place by the intall/octave-communications-common
rule.  However, since octave-communications-common is an arch-indep package,
the rule above is never called by the autobuilders, and 

I already did the changes in Git and also added the Conflics relationship
I mentioned above.  I will soon upload the pacakge to unstable.
