When invoking Octave I get:

Maybe it happens because the
/usr/share/octave/packages/3.1/octave_packages directory is empty?

On the other hand, I see that this version of Octave includes the
indexing speedup patches :)

This is not a directory, it is a file and it is always present with version
3.1.54-2 or higher of the octave3.1 package.
