I actually thought about closing this bug report without any
explanation. That would perfectly mirror your bug report, as you give no
indication whatsoever for why we should change this.

Now, this xdg specification is a perfect example of standards without
caring for existing stuff, not to mention systems that don't have that
kind of directory layout.

In order to implement this specification, Octave would need to parse 5
environment variables (you are aware that Octave works on Mac, Solaris
and Windows, right)? What directories should be chosen for Windows?

So, if you want this, ask on Octave's upstream list. This is definitely
nothing we will do in Debian.
