[Pkg-octave-devel] quilt patch in optim package

Hi, 

we have 
	patches/pdfsources.diff
	patches/series
in the octave-optim package, but quilt isn't a build-dependency. I'm not
sure whether we should still ship that patch.

Rafael, could you comment?
