All 3.1.x versions will just be snapshots of the sources made for
people who don't want to use the Mercurial sources.  They may be more
likely to work than builds made from Mercurial checkouts at arbitrary
times, but I would not consider them "releases", so I hope people only
use them for testing purposes.  I chose to use 3.1.x rather than a
version number like ss-2008-07-18 because the latter form won't play
nice with existing version comparision functions.
