Only Debian Developers and Debian Maintainers are allowed to upload
packages. BTW, you might be interested on applying for DM status [1].
Anyway, you should just prepape the packages for upload in SVN and drop a
RFU note in pkg-octave-devel. One of the DDs or DMs of the DOG (currently,
it's only me) will take care of the upload.
