[Pkg-octave-devel] Version number for octav3.0

I was planning to drop the epoch "1:" of the version number of the octave3.0
package. However, this does not work because the "octave" package will have
version 3.0.0-1, which is lesser than the current 1:2.9.19-2.

The simplest fix is to keep the epoch and release octave3.0 1:3.0.0-1.
Otherwise, we could create a separate "octave" package which would be empty
and would have the epoch in its version number.

We could also just drop the octave package. After all, octave3.0 provides
octave. Moreover, no octave package was generated from the octave3.0 source
[1]. I do not know whether this will work or not.

We should make a decision quite quickly, otherwise the octave3.0 packages
will not be released before 2008.
