My version of Octave prints copyright/debugging information on stdout
instead of stderr... It would be better to have it on stderr so that I
can redirect just the output to a pipe or a file.

I am closing this bug report because, first, it regards the upstream
sources and, second, you failed to convince the upstream author that this
is really a bug.  I tend to agree with JWE on this issue.

Furthermore, your arguments about precedence were not completely true:

>From these three cases, only python send the the copyright information to
stderr.  I could not find a single example of an interactive program from
the GNU project that sends the copyright information to stderr.  If what
you requires for Octave was common practice, I guess that the GNU
programs would have adopted (and even enforced) it.

Feel free to reopen this bug report if you find convincing arguments for 
sending the copyright information to stderr.
