Justification: renders package unusable


The libsundials-nvecserial shared and static library files, and the
header file nvector_serial.h are missing, making it unusable for
development in C due to unresolved symbols (e.g., N_VNew_Serial,
etc.).

A cursory investigation has shown that the required files are
generated from the source package when the upstream build procedure is
followed, but don't appear under debian/tmp/ when the package is built
with dpkg-buildpackage. I'm unable to propose a patch. 

On a possibly related note, linking with kinsol gives the strange
warning,

libtool: link: warning: library 
`/usr/lib/gcc/i486-linux-gnu/4.1.2/../../../
/libsundials_kinsol.la' was moved.

which might have something to do with the part in
libsundials_kinsol.la that says

# Directory that this library needs to be installed in:
libdir='/root/sundials/sundials/debian/tmp/usr/lib'

instead of saying /usr/lib/sundials.

       Makefiles (but it is not) and was preventing the libsundials_nvec
       library and associated include files from being shipped in the
       package (closes: #385630).
     - Also reported in Bug#385630 was the fact that the libdir lines in
       the *.la files were wrong.  again, this is an upstream defect,
       because there is no way to prevent the -rpath option from being
       used.  This problem is fixed in this version.
