I just committed changes to the debian/rules file for doing the above, see
http://svn.debian.org/wsvn/pkg-octave/trunk/packages/octave/debian/?rev=719&sc=1

There is no need for uploading new versions of the packages now and I
think we should wait until the current packages in unstable enter testing
(will happen in one week or so).  

In the meanwhile, tests and comments on my recent changes are welcome.  I
probably introduced new bugs, since the amount of changes is quite
substantial.
