Simply does not work.  When I call M-x run-octave RET, Emacs just
hangs.  This has happened since I upgraded to the current version.

This is a configuration issue which is documented in the manual, 
	"E.3 Running Octave From Within Emacs"
(as far as I can tell, it was already documented in the version this bug
was reported).

As such, I am closing this bug.
