I think that texinfo is only required if you intend to modify the documentation.

Indeed, it triggers a conflict when tring to install latex, because texinfo
requires tex-common, which conflicts with tetex-base and tetex-bin.

I'd suggest to switch texinfo dependency from depends to recommends, or
suggests.

Well, octave calls /usr/bin/makeinfo (which is in the texinfo package) to
format the help messages.  If makeinfo is not installed, Octave still
works, but the help messages are not nicely formatted.  This is
definitely not a desirable situation.  I am hence closing this bug
report.

If you disagree, please reopen this bug report and we will discuss the
issue with the other members of the Debian Octave Group.

If this is really the case, then I urge you to fill a bug report against
texinfo, tex-common, or whichever package is causing the problem.
