The 'legend' command fails the first time it is called and then works
fine after that.  The error message is:

error: invalid row index = 0

Attached is a very simple script to illustrate the problem.  Run with
'octave -f legend_test.m'.  ('-f' ignores rcfiles at startup, just to
show that it's not a configuration problem.)
