Okay, this is going too fast and I really must get less distracted in my
real-life work.  This new version of Octave has kept the API-version numver
(api-v13) and this will be a good test for our new installation-paths
scheme.  Notice that my hack in debian/rules for building the PDF docs files
is now in the upstream sources.

Any volunteer for packaging this version?
