It's Debian specific, and all in debian/rules. A variable "compilerflags" is
set conditionally on the build arch, and then passed to make:

compilerflags	= -O2
[...]

ifneq "$(findstring $(arch), m68k-linux)" ""
[...]
compilerflags	= -O1 -g0
endif

[...]
	$(MAKE)		CFLAGS="$(compilerflags)"		\
[...]
