Hi,

ocaml packages can currently not be cross compiled in practice but for a
better future in which they do, it is necessary for dh-ocaml to become
Multi-Arch:foreign.

There are currently 213 source packages blocked by this issue:

If there are no technical reasons not to do so, please mark dh-ocaml as
M-A:foreign.

These bugs are asking for making a package M-A:foreign where doing so is
not at all trivial. As such, these bugs are not actionable. More work is
required in the layers below to fix the actual problem at hand (cross
satisfiability of source packages) and it is even unclear whether this
is feasible at all.

As such, I'm closing them.
