Bug#956005: transition page checkbox labels are not marked as such

Marking up the labels for the status filter checkboxes on the transition
details page with <label> tags would make them easier to toggle, since
that makes the whole label clickable, not just the checkbox.  It also
makes them more accessible to assistive technology users.

For example:

  <input type="checkbox" id="good"><label for="good">good</label>
