Disabled means not a debian problem.  Upstream might still like to
contemplate, even while commented out, in case re-enabled one day.

On disabling due to too specific etc: I experimented a bit in my
compile-command-default.el constructing compile-command for different
circumstances.  Usually a nice default is good, but exactly what you
want is likely to be a matter of user preference.  Maybe a func or funcs
could be offered for the user to add to caml-mode-hook as desired.
