As an upstream developer, you should read the following pages:

To have your software packaged in Debian, you'll first have to submit a WNPP bug, either RFP (request for packaging) if you're looking for someone else to maintain the package (but don't hold your breath!), or ITP (intend to package) if you decide to maintain the Debian package yourself. Either kind of bug can be submitted with the "reportbug wnpp" command on a Debian system.

For OCaml-related packages, please put debian-ocaml-maint@lists.debian.org in CC of your bugreports, sponsorphip requests... (or send a mail there with the references)

In the case of ACPC, you have to package first dependencies not yet available in Debian (from a cursory look, obuild, dolog and vector3). Same procedure for the dependencies! But tell in the WNPP bugs that these are dependencies of the "main" package you want to see in Debian.
