I don't agree with that. Depending on development packages is fine for
things running ocaml scripts. Even if you move one specific cmi to the
runtime package, theoretically any depended-on cmi (from other packages)
might be needed as well... therefore, a proper development environment
is needed to run ocaml scripts.
