It is not the same upstream. They don't even look related.

While updating the Debian package, I've recently (in August 2011) had a
mail exchange with the upstream of (Debian's) cairo-ocaml, and he didn't
mention this project (which dates back to May 2011).

The Debian package has reverse-dependencies (plplot, mlpost and
ocamlviz), so it cannot be directly replaced without porting them, if
the forge.ocamlcore.org project is considered more "modern" (its
development sure looks more active).

On the other hand, the upstream of the Debian package is hosted on
cairographics.org, so it looks more "official".

I you want to have this project packaged independently of the existing
cairo-ocaml, I guess this bug should be turned into an RFP...
