Makefiles are built using OcamlMakefile and thus
depend on it, to build them install the ocaml-tools package
OcamlMakefile has its own package since 4 years now (the name of the
package is ocamlmakefile).
Then:
change the OCAMLMAKEFILE
variable defined in the various Makefiles making it point to
/usr/share/ocaml-tools/OcamlMakefile.
This substitution should have been done by the package maintainer.
