OCaml-R and PG'OCaml.

PG'OCaml has been updated to the new version and an ocaml-dangling-cmx
linitian issue has been fixed.
OCaml-R is now packaged in alioth. The upstream is the recently
published v0.2 of OCaml-R.
I would appreciate uploading these packages, but I understood that a few
things were going on that might delay the upload. Please tell me when an
upload can be done, and in the meanwhile comment on what is OK and what
is wrong in the current packaging.
