The binNMUs don't need rescheduling - at this point the binNMU is the
"active" version of the package on those architectures for which it hasn't
yet built, so needs giving back instead; done on alpha, armel, hppa and
s390 (ia64, mips and mipsel haven't been attempted yet as they're still
waiting for earlier dep-waits to be resolved).
