Bug#569915: ocaml-nox: /usr/bin/ocamlopt not present in package

The ocamlopt executable is present only on architectures listed in
`ocamlc -where`/native-archs (called "native architectures"), which
doesn't include arm. ocamlopt is knowingly not available on other
architectures (called "bytecode architectures). On these architectures,
the best you can do is compiling in bytecode (i.e. with ocamlc). See
e.g. the Debian OCaml Packaging Policy [1] for more details.
