Bug#569893: jocaml: provides a virtual package with illegal name

While it seems to be allowed to have version numbers that contain 
uppercase letters, it is IMHO not allowed to have uppercase letters
in virtual package names. Jocaml does

  Provides: jocaml-3.11.2.A

Policy 5.6.1 says that package names must not contain uppercase letters.
My interpretation of the policy is that the names of virtual packages are
governed by the same rules as the names of real packages.
